EVE does not babysit anyone. it does not protect you, it only punishes after the deed is done. you have to do something wrong before you get taken care of.
suicide ganking is balanced as well as it can be. it's not as much risk vs. reward as it is 'certain loss' vs 'possible gain' you're sure to lose sec status, your ship and some fittings no matter what, you're not guaranteed any gain from it. that is the chance you take

only that in reality you get insurance payout and you can loot your wreck. which makes the loss come down to a couple of mill and the sec hit?
and theres no guarantee you can get what you want from the target ship. and someone else could loot the wreck too, since you're dead, you can't do much about it. probably going to take a while to find a ship thats worth killing. not to mention the waiting time between kills. getting your sec status up after doing this for a while isn't going to be so easy either.

one of EVE's unwritten rules: If you can't afford to lose it don't fly it or with it.
That is really all that applies here.
What you're asking for is silly, you essentially want baby-sitter game mechanics so you don't have to worry about anything. The only place in EVE where you are 100% safe is docked in a station, if you can't accept that fact then you shouldn't play this game.

Make them cheap enough so that the only people using them are not people trying to hide goods.
That way gatecamps have to wonder if the person is carrying a load of valuable cargo....or maybe they already dropped it off and are headed home. Or it could just be empty cans hoping to bait the camp into siciding them.

the risk vs reward vs time trio is actually quite well balanced. It's just that a lot of people go for easy and haul as much as possible at a time and don't properly protect it.
If they actually read this thread and started using some of the suggestions made here on how to avoid it, they would end up avoiding the majority of gankage.
then the risk would be unchanged, the reward would be less, because people would move less at a time but the time would increase by a lot, because the gankers would now need to spend a lot more time to find a suitable target that they can actually kill before dying themselves.
If you don't take the necessary steps to secure your cargo's safety then you can't complain when losing it.
